IMO allowing noop as a valid move (when a role has control) when other legal moves are available in Chinese Checkers makes it a considerably more annoying game (especially in 4 or 6 player variants). The branching factor is low, so the chance of Random choosing to noop is quite high on any given turn. This quite often results in totally unwinnable situations arising if the role starting opposite you is Random, as it is common for Random to leave at least one piece in his starting area (thus preventing the opposite role from getting 3 into their winning area). This results in significant DYNAMIC role bias (the role opposite Random is much harder than a role opposite a rational player), which just randomizes any real role biases as far as Tiltyard's bias evaluation is concerned, by burying it in noise. It also allows rational players to adopt a 'cheesy' strategy of not moving to ensure the opponent cannot win.
This should be fairly easy to address by making noop legal only when no other move is.
